When a country is governed with benevolence, its people are relaxed and open. When a government is repressive and strict, its people become depressed and suspicious.
Easy times give rise to neuroses; dangerous times give rise to fellowship. Decreeing that people be happy only makes them miserable; enforcing morality encourages vice.
The master leaves things as they are, and serves as an example to others. Powerful but not threatening, direct but flexible, an authority, yet easy to be with.
